KUALA LUMPUR: The government plans to build more reservoirs as part of its short and long-term flood mitigation plans, said Deputy Prime Minister Datuk Seri Fadillah Yusof. He said the new reservoirs would reduce the risk of flash floods especially in Kuala Lumpur. “The plan is already in place. It’s just that we plan according to the available financial capabilities and we implement what we have as much as possible,“ he told reporters after the Asia New Economic Summit 2024 here today. Fadillah, who is also the Minister of Energy Transition and Water Transformation, said most of the water reservoirs will be built in Kuala Lumpur under the supervision of the Kuala Lumpur City Hall (DBKL). “There are ongoing projects. But there is one project involving design and contractor problems and this affects our planning. We have to see how our recovery plan is to speed up any project that is delayed due to contractor failure,“ he said. An unusually high and continuous rainfall from 8.30 am this morning in Kuala Lumpur caused major rivers, including Sungai Batu, Sungai Klang, and Sungai Gombak, to overflow, which led to flooding in several areas. According to DBKL today, 60mm of rain was recorded during this time, which was well above average.

KUALA LUMPUR: Repair works are being carried out following a service disruption on the Kelana Jaya LRT Line, involving the track between Wangsa Maju and Sri Rampai Stations, which was caused by an unusual flow of rainwater that damaged several track components, said Rapid Rail Sdn Bhd (Rapid Rail). Rapid Rail as the operator of the Rapid KL rail service in a statement said that the incident occurred at 10.20 am which forced the operation to stop the power supply in the area involved to allow inspection and repair work to be carried out. “Repair works are being actively carried out by Rapid Rail’s technical team to ensure that services can be restored soon,“ according to the statement. For now, a feeder service has been activated between Gombak Station and Wangsa Maju Station. Trains from the direction of Putra Heights will turn back at Wangsa Maju Station. A total of 12 free feeder buses at a frequency of every 15 minutes are operating to ensure that passengers can continue their journey. “We hope that this repair work can be completed before the evening peak hour,“ said Rapid Rail. In addition, operation staff and auxiliary police personnel have been stationed at the stations involved to help facilitate the movement of affected passengers. Continuous announcements on the development of service status will be delivered through Rapid KL’s social media, at all stations, and on trains. Rapid Rail also informed that the latest development of service status will be announced at 3 pm. “Passengers are advised to plan their journeys and refer to Rapid KL’s social media to get the latest information on the service status of the Kelana Jaya LRT Line,“ said the statement. SHAH ALAM: A total of 12,519 cases involving offences under the Weights and Measures Act (ATS) 1972 were recorded by the enforcement division of the Ministry of Domestic Trade and Cost of Living (KPDN) nationwide from 2020 to September this year. KPDN deputy-director of Enforcement (Prevention) Aris Mamat said the statistics reflected the ministry’s ongoing and proactive efforts to ensure that traders adhered to the integrity of weights and measures in buying and selling for the benefit of consumers. “KPDN is committed to protecting consumers and consistently ensuring that traders adhere to established standards. Those found to have committed irregularities or non-compliance will not evade strict enforcement actions. “A violation of the provisions under the ATS 1972 could result in a maximum fine of RM40,000, imprisonment for up to three years, or both, and the court may also order the forfeiture of the weighing instrument,” he said today. He said this after heading a team of 20 KPDN enforcement officers to perform spot checks at three petrol stations around Kuala Selangor to ensure that the fuel charged to consumers matched the amount supplied through pump dispensers. Elaborating, Aris said that the ATS 1972 enforcement compliance inspections at petrol stations led to actions against the misuse of subsidised diesel fuel under Ops Tiris, resulting in the seizure of diesel valued at approximately RM16.5 million from January to September this year. “This brings the total amount of diesel seized from 2020 to 2024 to RM52.68 million,” he said. Commenting on today’s operation, Aris said that it focused on several key aspects, including the accuracy of oil pumps and meters, testing the volume of fuel dispensed, and reviewing the maintenance records of weighing and measuring equipment. He added that checks revealed all the petrol stations involved complied with the weighing and measuring regulations set. “Regarding the enforcement actions under the ATS 1972 in Selangor, we recorded a total of 283 cases from January to September last year, with confiscated items amounting to RM2.6 million,” he said.

SEPANG: The Sessions Court here today set Nov 26 for mention of a case involving a travel agency manager charged with attempting to murder his wife and causing severe injuries to her bodyguard. Judge Amir Affendy Hamzah set the date after lawyer Nik Azim Azlan, representing Hafizul Hawari, 38, requested a date for the defence to examine the documents including the chemical report submitted by the prosecution. On April 25 this year, Hafizul was charged with attempting to murder his wife, Farah Md Isa, 38, at the Arrival Hall, Level 3, Terminal 1, Kuala Lumpur International Airport (KLIA) at 1.09 am on April 14. He was charged under Section 307 of the Penal Code, which carries a maximum imprisonment of 10 years and a fine, upon conviction. If the act causes injuries, the jail term may be extended to 20 years. He is also charged with voluntarily causing grievous hurt to his wife’s bodyguard, Mohd Nur Hadith Zaini, 38, with a firearm that could have caused death, at the same location, date, and time. The charge, framed under Section 326 of the Penal Code, provides a maximum imprisonment of 20 years, a fine or whipping, upon conviction.

He said police received information about a landslide at the intersection of Jalan Serdang and Jalan E6 Taman Melawati at 10.30 am which caused 20 terrace houses to be cut off from the main road. “A car was damaged in the landslide and a guardhouse cabin was also overturned due to the falling debris, but no casualties were reported,“ he said in a statement today. Meanwhile, Selangor Fire and Rescue Department (JBPM) operations assistant director Ahmad Mukhlis Mokhtar said a team of six members and machinery from the Ampang Fire and Rescue Station were deployed to the scene of the incident upon receiving the report at 11.42 am. “The team found that there had been a landslide on the hillside in an area of ??20x20 metres and a collapse of 30 metres high, but the incident did not involve victims or homes but there was still land movement in the area,“ he said in a statement this morning.

PETALING JAYA: Datuk Seri Mohammed Shazalli Ramly has been appointed as the Prime Minister’s media and strategic communications adviser effective October 14. The corporate figure replaces his predecessor Rozaid Abdul Rahman who had passed away following heart complications in August. In a statement, the Prime Minister’s Office said, Shazalli who is currently serving as media advisor to Khazanah Nasional Berhad will also be monitoring the media and communication affairs of the Prime Minister Datuk Seri Anwar Ibrahim. “He will also be assigned to improve the execution of the Malaysia MADANI campaign,” PMO added. Shazalli, a corporate figure, has served in various capacities over the past 30 years. He started his career with the Lever Brothers (Unilever),and the British American Tobacco Company, and has served as managing director and CEO for Telekom Malaysia Bhd as well as Axiata Group Bhd CEO. He had also served as Group Managing Director for Boustead Holdings Berhad. Additionally, he was also on the board of Malaysia Airline System Berhad as well as a member of Proton Holdings Bhd’s special task force.
KUALA LUMPUR: The skills-related underemployment (SRU) rate has continued to fall in line with improvements in the country’s education level, said Deputy Economy Minister Datuk Hanifah Hajar Taib. SRU is defined as tertiary-educated individuals working in semi-skilled and low-skilled jobs. Hanifah said the SRU rate stood at 37% in the second quarter of 2024, in line with high-income nations such as South Korea (38%), Australia (32%), the United Kingdom (28%), and the United States (30%). “The underemployment rate of STPM holders is 55.8%, while for degree holders, the rate is lower at 26.9%,” she said during the question-and-answer session in the Dewan Rakyat today. She was responding to a supplementary question from Datuk Mohd Shahar Abdullah (BN-Paya Besar) on the government’s efforts to address the mismatch between labour supply and demand, particularly among graduates with a cumulative grade point average (CGPA) of 3.5 and above who qualify for jobs in high-growth sectors. Hanifah explained that the government is actively trying to boost investments in key sectors to create more high-skilled jobs, with initiatives such as the KL20 Action Plan, the National Energy Transition Roadmap, and the New Industrial Master Plan 2030. “These measures will ensure that the country’s economy does not only rely on (just providing) low tax rates but also can meet the demand for high-quality jobs,” she said. Hanifah also emphasised the government’s commitment to developing a comprehensive ecosystem that encourages skilled workers abroad to return home, such as from Singapore where the cost of living is rising. “If the cost of living in Singapore becomes too high, skilled workers might consider returning to Malaysia, where the job ecosystem and quality of life better suit their needs,“ she noted. She added that the government is ready to strengthen upskilling and reskilling initiatives to ensure the workforce meets the needs of high-value and high-growth industries.
KOTA BHARU: Police have detected 172 illegal bases related to drug smuggling along Sungai Golok on the Malaysia-Thailand border in Kelantan. Bukit Aman’s Narcotics Criminal Investigation Department (NCID) director Datuk Seri Khaw Kok Chin said the illegal bases were spread out across four districts - Tumpat, Pasir Mas, Tanah Merah and Jeli. He said the numbers fluctuate but the Pasir Mas and Tumpat districts recorded the highest and most active number of illegal bases. “For example, if we focus on the illegal bases in this area (Pasir Mas and Tumpat) and close them, the syndicate members will open other illegal bases,“ he said at a press conference at the Kelantan police contingent headquarters here today. Khaw said police are focusing on the ‘hotspot’ areas of Pasir Mas and Tumpat as the two districts share borders with Thailand. He said police would tighten border controls to prevent drugs from entering the country. Asked about the Fentanyl opioid, he said none has been detected in the country so far. “Intelligence from NCID and information also indicate that this drug does not exist in the country, and there have been no seizures to date,“ he said.

KUALA LUMPUR: KUALA LUMPUR: The 2022-2030 National Strategic Plan to Combat the Double Burden of Malnutrition Among Children in Malaysia will ensure a more comprehensive approach to addressing issues such as stunting and obesity, said Health Minister Datuk Seri Dr Dzulkefly Ahmad. He expressed hope that the plan would expedite efforts to tackle child malnutrition in order to build a healthy nation and nurture healthy Malaysians from a young age. Dzulkefly said the plan, encompassing five core strategies and 31 initiatives, took into account the functions and policies of all ministries and agencies while emphasising the involvement of various parties and the strengthening of existing strategies through cross-cutting approaches. “The plan prioritises strengthening the governance of nutritional well-being through legislation, political commitment, and stakeholder involvement, while also improving the quality and accessibility of nutritional services and creating a more conducive society. “Efforts to strengthen capacity development and human capital for the well-being of children’s nutrition, along with the synergy of child nutrition advocacy, are also emphasised,” he said during the oral question and answer session at Dewan Rakyat today. Dzulkefly said this in response to a question from Datuk Dr Alias Razak (PN-Kuala Nerus) regarding the ministry’s plan to create a master document, such as the Child Nutrition Action Plan, to address the issue of child nutrition. He said the plan aimed to have a specific impact on children, teenagers, women of reproductive age, and vulnerable groups, designed to mobilise energy effectively among all stakeholders in the implementation of strategies, programmes, and outlined activities. “One of the efforts being strengthened is the initiative to support the first 1,000 days of a child’s life, beginning with the first day of pregnancy and lasting until the child is two years old,” he said. Dzulkefly said among the activities conducted were engagement and advocacy sessions for private pharmacies and health clinics to facilitate early screenings. He said that this included conducting blood haemoglobin tests for women and pregnant mothers to reduce the risk of pregnancy complications, enabling them to plan for a healthy pregnancy.

IPOH: The high tide phenomenon is expected to occur for seven days starting today until Oct 21 with the highest water level ranging from 3.1 metres (m) to 3.4m involving areas within the districts of Hilir Perak and Bagan Datuk. Hilir Perak Department of Irrigation and Drainage (JPS) in a statement on its Facebook page advised the public to be alert and make early preparations for floods based on forecasts by the agencies concerned. According to Hilir Perak JPS, the high tide phenomenon this time is expected to be on a larger scale than September and the situation will be worse if strong winds, large waves and heavy rain occur simultaneously which can cause flash floods, overflow of sea water and coastal flooding. High risk areas in Lower Perak are in Taman Karentina, Batak Rabit, Teluk Intan Town, Kampung Bahagia, Changkat Jong, Sungai Durian Subdistrict area and areas close to the river. For the Bagan Datuk district, high risk areas are Rungkup Subdistrict, Bagan Datuk Subdistrict, Teluk Bharu Subdistrict, Sungai Durian Subdistrict, Sungai Samak, Sungai Manila, Kampung Banang, Hutan Melintang area and areas close to rivers and beaches. “Accordingly, the public is advised to constantly monitor the weather conditions and if heavy rain and high tide occur simultaneously, they need to be prepared to move to a safe place and obey the instructions of the authorities,“ according to the statement.

PETALING JAYA: A housewife was charged with three counts of murder at the Dungun magistrates’ court today in relation to an accident which killed three Universiti Teknologi Mara (UiTM) Dungun students while seriously injuring another. Norizan Ismail, 49, was accused of causing the deaths of Akmal Tukirin, 25, Ku Adib Aizad Ku Azmi, 20, and Khairil Anuar Jamaluddin, 20 on Jalan Pantai, in front of UiTM Dungun, at 7.35pm on October 9. According to Berita Harian, no plea was recorded from Norizan after the charges were read to her before magistrate Nur Amira Fatihah Osman as the case falls under the jurisdiction of the High Court. The charges which fall under Section 302 of the Penal Code could see Norizan face the death penalty or imprisonment between 30 to 40 years if found guilty of the offence. Nur Amirah then ordered a mental evaluation for Norizan at Hospital Permai Johor Bahru and set November 7 for next mention of the case. The prosecution was led by deputy public prosecutors Azizan Abdullah and Nur Azhani Azman, while Norizan was represented by Nur Farahin Shazlin Redhuan Shah Edwin. Additionally, Norizan is also expected to face another charge at the Kuala Terengganu sessions court. KOTA BHARU: Police arrested a man suspected of storing and smuggling over 600 kilogrammes (kg) of Yaba pills and heroin worth an estimated RM49.17 million. Bukit Aman Narcotics Crime Investigation Department (NCID) director Datuk Seri Khaw Kok Chin said the seizure of 652.4kg of Yaba pills and 2.6kg of heroin is the biggest by the NCID in Malaysia this year. He said the 32-year-old jobless man was arrested in a house in Salor, Pasir Mas last Monday, adding that the suspect, who acts as the runner, is believed to have been active in the syndicate since June. “Investigations found that the suspect is paid RM100 for every pack (of drugs) delivered to the drug syndicate’s members,” he told a special media conference at the Kelantan Police Headquarters here today. Khaw said the syndicate’s modus operandi was to use rented premises to store the drugs before distributing them to the local market on the East Coast. According to him, police also confiscated a Perodua Myvi car and a motorcycle, with the value of both estimated at RM61,000. “We believe the drug supplies have only been stored for a week in the house, which the suspect has rented since 2022. “The drugs could be used by 6.78 million addicts and the case is being investigated under Section 39B of the Dangerous Drugs Act 1952,” he said, adding that the suspect has been remanded for a week. Khaw said the suspect tested positive for Benzodiazepines and has two drug-related criminal records. He also said that further investigations to track down the remaining members of the syndicate is going on and that they have identified several individuals from the syndicate. “The NCID aims to fight the country’s number one scourge and we hope the public will continue to tip us off regarding drug trafficking activities via the NCID hotline at 012-2087222,” he said.
PUTRAJAYA: Claims that the Mufti (Federal Territories) Bill 2024 was drafted hastily and influenced by certain parties are untrue, said Minister in the Prime Minister’s Department (Religious Affairs) Datuk Dr Mohd Na’im Mokhtar. In a statement today, he said the drafting of the Mufti Bill is an initiative by the government to dignify and empower the Mufti institution in the Federal Territories. “With this empowerment, the management of fatwas and the development of Islamic law can be administered in an orderly, transparent and credible manner, with the aim of improving the effectiveness of Islamic governance in Malaysia. “The Prime Minister’s Department (Religious Affairs) would like to refute claims by certain parties that the Mufti Bill was drafted hastily and influenced by certain quarters,” he said. Mohd Na’im added that the Committee for Drafting the Mufti (Federal Territories) Bill was established in 2021 to study and draft a specific act for the Mufti. The drafting committee comprises representatives from the Federal Territories Mufti Office, JAKIM, the Attorney General’s Chambers, the Malaysian Syariah Judiciary Department, the Federal Territories Syariah Court, the Federal Territories Islamic Religious Council, and the Selangor Mufti Department. “The Mufti Bill has undergone a detailed and lengthy drafting process to ensure that a comprehensive and well-ordered Bill is prepared, in line with the Federal Constitution and applicable laws,” he said. He also advised all parties to be cautious with any statements not based on facts, as they could create polemics over this noble initiative.
